An important example appeared today when the Premier League released an official statement concerning Chelsea. After the management of Chelsea F.C. and the club’s new owners—who took control of the club—reported financial irregularities in the club’s previous operations, the case was submitted to both the Premier League and the Football Association.
The FA investigation determined that during the ownership period of Roman Abramovich, the club had made suspicious and undeclared payments to third parties to secure an advantage in the transfer of important players by illegal means and used many to gain an advantage.
These penalties relate to transfers made between 2011 and 2018 involving the first team transfers, during which Abramovich and his ownership structure allegedly paid undisclosed amounts to third parties connected with several important deals.
The total value of these payments was around £47.8 million, and traces were found. Chelsea reported last year that they found irregularities and reported them to the Premier League. The irregularities were found in the financial books of the club at the time.
According to the investigation, Abramovich’s administration gained an advantage in the market in transfers involving players such as Eden Hazard, Samuel Eto’o, David Luiz, André Schürrle, Andreas Christensen, Ramires, Willian, and Nemanja Matić.
None of these players committed any irregularities when joining Chelsea.
The issue concerns payments made by Abramovich to third parties in order to gain an advantage in securing these transfers. These third parties—possibly agents or individuals close to the players—may have played a key role in convincing them to move to Chelsea. According to reports, Abramovich spent approximately £47.8 million on such payments.
To bring these players to the club, payments were allegedly made to third parties to ensure Chelsea gained priority in transfer negotiations. Abramovich had begun to lose some dominance in the transfer market and could not always secure the biggest names directly.
Because of this, the club allegedly paid intermediaries to influence transfers and ensure players joined Chelsea.

David Luiz and Nemanja Matić transfers were unexpected, and Chelsea easily broke the opposition for their signature.

In practical terms, this means that if the club breaches the rules again within the next two years, they would be banned from signing players for two transfer windows, which is a one-year transfer ban.
Chelsea are currently free to sign players normally in senior terms. However, if a similar offence occurs during the next two years, the suspended punishment would become active, and the club would be banned from transfers for one full year.
For two years, Chelsea must not do anything similar or break the rules, and it will remain a suspended ban.
If Chelsea remains compliant during the two-year monitoring period and does not do similar things that break the rules, the suspension will expire, and the transfer ban will never be enforced.
Third fine!

Chelsea secured settlement with the Premier League.

According to the Premier League, Chelsea and their owners showed exceptional cooperation during the investigation in resolving issues related to corruption and financial irregularities before they arrived at the club in 2022.
They were the ones who reported the irregularities to the FA and the Premier League.
Because of this cooperation, the authorities agreed to impose a suspended transfer ban rather than a permanent or immediate ban.
Chelsea accepted all sanctions imposed on the club and assisted the Premier League during the extensive investigation, helping authorities address serious issues related to corruption.
The current ownership group, therefore, helped uncover the irregularities and demonstrated that the previous ownership structure had not operated properly. Payments had been made to third parties to secure transfers of certain players.
The FA investigation concluded that transfers such as those involving Schürrle, Hazard, and Eto’o were influenced through questionable financial channels that helped Abramovich secure those players.
Chelsea, as a club, has completely distanced themselves from any form of corruption and fully cooperated with the FA investigation. By accepting all the decisions of the governing bodies, the club also demonstrated respect toward both the FA and the Premier League.
Chelsea’s ownership group showed maturity by reporting financial irregularities themselves. Their commitment to transparency and strong ethical principles convinced the FA that they respect the law and regulatory framework of English football.
This allowed the authorities to uncover serious irregularities connected with previous operations.
Chelsea emphasised that the club respects legal regulations and the principles of modern governance and accountability. Because the club helped reveal the issues, they held the law and the justice, and have made corruption at a high level, visible and exposed to public knowledge.
When doing nothing wrong, you don’t have to fear anything or anybody, as the Chelsea owner did.
They had made previous financial records evident to the FA and made these manoeuvres visible to the public eye!
Could Chelsea have been fine extremely?
If these people were not the right ones, a full transfer ban lasting one or even two years. If somebody did otherwise, pretending to turn a blind eye, the Fine for Chelsea could be even club abolishing or relegating to the second league.
Chelsea could have a five-year transfer ban, or the club could be.
They accept all the fines since they really represent them! They have been extremely competitive, as the Premier League says in the statement.
